The Ministry of Transport, Mobility and Urban Agenda, Ministerio de Transportes, Movilidad y Agenda Urbana (MITMA) of Spain is the ministerial department in charge of the proposal and execution of the Government's policy in the areas of land, air and maritime transport infrastructures as well as its control, management and administrative regulation.
It also has competences on access to housing, urban and land policies and architecture, within the scope of the powers of the General State Administration; on the normative organization of postal services; on the impulse and direction of the state services related to astronomy, geodesy, geophysics and cartography; and on the planning and programming of the investments related to the aforementioned infrastructures, materials and services.
The branch which copes with maritime affairs is the Directorate General of Merchant Marine (DGMM). The DGMM is the body of the Ministry of Development responsible for the general organization of maritime navigation and the Spanish civilian fleet. SASEMAR (Sociedad Estatal de Salvamento y Seguridad Maritima), under the overall direction of the DGMM, performs operational duties in cases of incidents at sea related with the rescue of people in distress or when contamination occurs.
The functions of the DGMM are also related to professional nautical and recreational or sports nautical activities, to professional qualifications that enable a merchant ship to exercise a profession and to the qualifications that authorize the operation of a recreational or sports boat that does not have commercial purpose, the ordering and execution of inspections and technical, radioelectric, security and pollution prevention controls and the granting of concessions and authorizations of maritime navigation services and functions related to the tariff regime.
For the exercise and fulfilment of its functions, the Directorate General of the Merchant Marine has, in each of the ports where a certain level of navigation is developed or where maritime safety conditions require it, with a Harbour Master Office.
